Thirteen states, each with its own incentive, its own utility schedules and its own export rule. Ranked by what the state itself contributes on a $30,000 system — though that is rarely the number that decides the answer.
With §25D gone, the federal credit is $0 on a system you buy anywhere in
the country. What varies now is the state line and the export rule.
